Meet Phil Hager

Phil has enjoyed a diverse career in planning, zoning, land use, environmental restoration, and public policy analysis.  His body of work has spanned more than four decades including time at the Local, Regional, State and Federal government levels.  Phil also has prior private sector experience as a Professional land Use Consultant as well as location analysis, and water resources planning consulting. 

Recently, Phil established Hager Land Use Consulting, LLC which provides Planning, Zoning, Natural Resources and Land Use Consulting services to clients on a statewide basis.  Phil is a licensed Maryland Real Estate Broker affiliated with Hyatt Commercial Real Estate, headquartered in Annapolis.

During Phil’s career, he has served as Director of Long-Range Planning in Worcester County; as Executive Director of the Planning & Zoning Commission of Allegany County; as Director of Land Use, Planning & Development in Carroll County; and as Planning & Zoning Officer for Anne Arundel County.  He began his planning profession as a Demographer/Public Facilities Planner for the Maryland-National Capital Park & Planning Commission in Prince George’s County; and worked with the U.S. Army Corps of Engineers as a Project Manager from 1999 to 2005.

Most recently, he served as Assistant Secretary of the Maryland Department of Natural Resources where he supervised the Lands’ Portfolio which includes: Maryland State Parks, Maryland Forestry Service, Engineering and Construction, Land Acquisition & Planning, Wildlife & Heritage, and the Maryland Environmental Trust. 

From 2014 to 2019, Hager served his fellow Planners from across the state as President of the Maryland Association of Counties Planners’ Affiliate.  He was a registered lobbyist from 2015-19 and previously represented Carroll and Anne Arundel Counties before the Maryland General Assembly.

Phil possesses multiple degrees and certifications, including the University of Maryland’s Academy for Excellence in Local Government.
